Explosive Behavior in COVID-19 and Policy Responses: Lessons Learned for Public Health Management

Since the first case of COVID-19 in Turkey, there has been a lingering question as elsewhere in the world: ‘‘When will or
should the government impose severe restrictions to protect public health?’’ From a public health perspective, there is value in
developing a model to support proactive implementation of social policies. This study aimed to show the benefits of using a
novel econometric test (the Generalized Supremum Augmented Dickey-Fuller Test) to detect explosive behavior (bubbles) in
Turkey’s daily COVID-19 cases and deaths. Results from the analysis demonstrated a link between identified explosive episodes
and critical public health decisions, especially in the case of daily new deaths. They also showed a negative relationship
between the formation of exuberant behavior during the pandemic and the vaccination rate. Public health policymakers can
incorporate this method into their arsenal to evaluate the overall health situation in combating the pandemic and respond
accordingly. Furthermore, among the lessons learned from the Turkish experience is the importance of having a coronavirus
scientific advisory board in the decision-making process and the ability to promptly implement policy measures.

Turkey’s Foreign Policy Toward Africa: Three Levels of Analysis

Turkey has been actively engaged in African politics since the Justice and Development Party (AK Party)
government announced the year 2005 as the Year of Africa. The strategic importance of Africa for Turkey
has significantly increased during the AK Party governments. The number of Turkey–Africa studies done
both in Turkey and in the West has increased since 2010, but most of these studies dealt with Turkish
foreign policy toward Africa from a narrow perspective. This study highlights that there are complicated,
hidden, and interrelated factors and dynamics driving Turkey–Africa relations. In particular, the systematic
factors are the most overlooked dynamics in the studies carried out. This study endeavors to explore these
complicated dynamics in a systematic and holistic approach by using the three levels of analysis. The main
research question in the study is, “What are the individual, state, and systemic factors shaping Turkish
foreign policy toward Africa?” In this research, primary and secondary sources and the “process-tracing
research method” were used.

We study mildly explosive behaviour in house prices in Istanbul at both aggregate and disaggregate levels via GSADF tests. In contrast to previous studies, our results suggest multiple episodes of
price exuberance in Istanbul and most districts. Most boroughs synchronically experienced explosive house prices in 2014–2015; and more powerfully during the last episodes of COVID-19. We also
show that financial variables, including low mortgage interest rates and high stock prices,
increased the probability of explosiveness.

The Reverse Emergent Properties of The International Democracy Promotion Regime in The Arab Middle East

Despite the dramatic increase in the international democracy promotion efforts toward the Arab Middle
East in the period between the September 11, 2001 attacks and the Arab uprisings in 2010, the authoritarian regimes
in the region have paradoxically become more entrenched. This paper tries to analyze this puzzling development by
taking democracy promotion toward the Arab Middle East as an international regime. By examining the constitutive
norms, procedures, and the institutions of this international democracy promotion regime, I argue that the weak
character of the regime produced what I call ‘reverse emergent properties’—contradictory systemic effects that cannot
be reduced to its individual parts, in this case the individual democracy promotion initiatives.; 11 Eylül 2001 saldırıları ile 2010’da başlayan Arap ayaklanmaları arasındaki süreçte Ortadoğu’daki Arap ülkelerine
yönelik uluslararası demokrasi yayma faaliyetlerinde çarpıcı bir artış olmasına rağmen bölgedeki otoriter rejimler
paradoksal olarak kendilerini daha da tahkim ettiler. Bu makale bu muammalı gelişmeyi tahlil etmek için Arap Ortadoğusu’na
yönelik demokrasi yayma faaliyetlerini bir uluslararası rejim olarak ele alıyor. Bu uluslararası demokrasi
yayma rejiminin kurucu normlarını, prosedürlerini, ve kurumlarını değerlendiren makale, bu rejimin zayıf nitelikte
olmasının ‘ters beliren özellikler’ olarak adlandırdığım, herbir demokrasi yayma girişimi anlamında tekil parçalara
indirgenemeyen çelişik sistemik sonuçlar ürettiğini savunuyor.
