İstanbul Süleymaniye Bölgesinin Kültür Değerlerinin Sürekliliği Kapsamında Yenilenmesi ve Korunması Üzerine Bir Yöntem Önerisi

Abstract

Toplumların sosyal ve kültürel davranış biçimlerinin belgeleri olan, târihî şehirler ve yerleşimler estetik değerlerinin ötesinde, kültür değerlerinin taşıyıcı ve aktarıcıları olmaları nedeniyle bütün kültür katmanlarıyla korunmalı ve yaşatılmalıdır. Bu nedenle, Süleymâniye gibi çok katmanlı alanlarda yapılacak yenileme çalışmaları, bölgeyi oluşturan tarihi ve kültür değerlerini analiz ederek, bugünkü karşılıklarını bulmaya ve bunları hayâta geçirecek stratejik planlamalara odaklanmalıdır. Geliştirilecek stratejik planlar; karmaşık problemlere çözüm getirmeleri gerektiğinden, alanı, geçmiş, gelecek, çevre faktörleri ile derinlemesine analiz ederek, doğru bir tasniflemeyle net stratejiler ortaya koymalıdırlar. Bu çalışma ile; Türkiye ve dünyadaki yenileme projeleri incelenerek, genel yaklaşım ve metotları ile uygulama sonuçları değerlendirilmiş, İstanbul Süleymâniye bölgesi için târihî değerlendirmeler aracılığıyla, mekânı oluşturan kültürün uzantılarının günümüzde ne olduğu, bölgenin yenilenmesi ve sürdürülebilir koruma ile yaşatılması için hangi kültürel ortamın oluşturulması gerektiği konusu araştırılmış, bu tür alanlarda uygulanacak stratejik planlara temel oluşturacak bir vizyon ve ona ulaştıracak hedeflerin belirlenmesine dair bir yöntem geliştirilmiştir. Bu yöntemde, kültürel özelliklerin anlaşılabilmesi amacıyla, dönemin tarihi ve fikrî altyapısı ile, stratejik analiz yöntemlerinden PESTLE Analizini de içeren bir stratejik analiz yöntemi kullanılarak dönemlere göre değişimler analiz edilmiştir. Bu analizlere göre belirlenen dönem vizyonunu destekleyen hedefler strateji haritalarıyla tasniflenmiş, başarı durum ve sebepleri belirlenmiş, geleceğe dair öneriler oluşturulmuştur. Yapılan tespitlere göre, Süleymâniye bölgesinin şehircilik ve mimârî temellerinin, kurucu şahsiyetlerin kültür seviyesi ile paralel şekilde atıldığı, kurulan mahallelerde, vâkıfların kontrolünde, hedeflenen kültür, kimlik ve eğitim düzeyine ulaşıldığı, bu sayede şehrin yapılanmasının kendi tabiatı içinde ve istenilen şekilde gerçekleştiği görülmüştür. Şehrin kültürü, şehirde yaşayanlarla; şehirde yaşayanların kültürü de şehrin kazandırdıkları ile gelişecektir. Şehrin tarihi kimliğiyle geleceğinin şekillendirilmesinin; bugün doğru ve kapsamlı olarak belirlenecek ve İstanbul/ Süleymaniye kültür vasatında yetişmiş mahalleli önderliğindeki insanlar tarafından benimsenerek yine onlar tarafından uygulanacak vizyon ve stratejilerle mümkün olacağı sonucuna varılmıştır.

Historical cities and settlements, which are the documents of the social and cultural behaviors of societies, should be protected and kept alive with all layers of culture, as they are carriers and transmitters of cultural values beyond their aesthetic values. For this reason, renovation works in multi-layered areas such as Süleymaniye should analyze the historical and cultural values that make up the region to find their current equivalent and focus on strategic planning to realize it. Future strategic plans; since they need to solve complex problems, should analyze the area in depth, considering the factors of the past, the future and the environment and establish clear strategies with an accurate classification. With this work; application results with their overall approach and methods are evaluated by examining renovation projects in Turkey and the world, the issues of what the extensions of culture forming space are today and which cultural environment should be created for the area's regeneration and sustainable protection was investigated through historical assessments of Süleymaniye region of Istanbul and such a vision that will form the basis of the strategic plans to be implemented in these fields and a method for determining the targets to be achieved has been developed. In this method, in order to understand the cultural features, changes through periods are analyzed through the historical and intellectual infrastructure of the period, using a strategic analysis method which involves PESTLE Analysis, one of the strategic analysis methods. Targets that support the vision of the period determined according to these analyzes were classified with strategy maps, their success and its reasons were determined, and suggestions for the future were created. According to the findings made, it was seen that the urbanism and architectural foundations of the Süleymaniye region were laid in parallel with the cultural level of the founding personalities and the targeted culture, identity and education level were reached under the control of the waqfs and by that the structure of the city was realized in its own nature and in the desired way. The culture of the city will develop with people living in the city; the culture of the people living in the city will also develop with what the city brings. It has been concluded that shaping the future of the city with its historical identity will be possible only if the vision and strategies are determined correctly and comprehensively to be adopted and implemented by people brought up in the cultural environment of İstanbul/Süleymaniye.
