İstanbul’daki Üniversitelerde Uzaktan Eğitim Yönetiminin Değerlendirilmesi

Abstract

Uzaktan eğitim süreciyle ilgili dünyada ve ülkemizde uzun yıllardır bilimsel çalışmalar yapıldığı, süreçle ilgili çalışmalar yürütüldüğü görülmektedir. Ancak uzaktan eğitimin öneminin özellikle COVID-19 pandemisi döneminde daha iyi anlışıldığı ifade edilebilir. Çünkü çeşitli kısıtlamaların olduğu bu dönem boyunca eğitimin tüm kademelerinde uzaktan eğitim yönteminin kurtarıcı rolü üstlendiği söylenebilir. Gelecekte de bu önemin artarak devam edeceği varsayımı ile uzaktan eğitim yönetimine ilişkin bilgilerin ve açıklamaların betimlenmesi, olması gereken durumlara açıklık getirilmesinin literatüre katkı sağlayacağı düşünülmektedir.Araştırmanın amacı; üniversitelerde Uzaktan Eğitim Uygulama ve Araştırma Merkezi (UZEM) yöneticilerinin uzaktan eğitim sürecine ilişkin görüşlerini alarak uzaktan eğitim sürecini belirlemek ve değerlendirmek, mevcut durumu ile olması gerekeni belirleyerek sürecin nasıl daha etkili olabileceğine ilişkin saptamalar yapmaktır. Bu amaç doğrultusunda araştırma nitel araştırma yöntemiyle yürütülmüştür. Çalışma grubu belirlenirken amaçlı örnekleme yöntemlerinden kolay ulaşılabilir örneklem kullanılmış olup araştırma için gönüllü olan 2 devlet üniversitesi ile 6 vakıf üniversitesi bünyesinde bulunan UZEM’lerde görev yapan 8 yönetici çalışma grubunu oluşturmuştur. Çalışma grubundan görüşme metoduyla veriler toplanmış olup toplanan veriler kod, kategori ve tema şeklinde düzenlenerek içerik analizi yapılmıştır. Analiz sonucunda elde edilen verilerden yola çıkılarak “İstanbul’daki üniversitelerde uzaktan eğitim yönetiminin değerlendirilmesi nasıldır?” sorusuna yanıt aranmıştır. Araştırmanın önemli olarak belirtilebilecek bulgularından biri, uzaktan eğitim sitemleri tercih edilirken eğitim amaçlı ya da eğitime uyarlanabilen platform olmalarına dikkat edildiği, sonrasında ise hazırbulunuşluk, güvenlik, maliyet, etkileşim ve gelişime elverişlilik hususlarının geldiği ve bu hususların öncelik sırasının kurumların ihtiyaçları ve koşulları doğrultusunda değiştiğidir. Önemli olarak belirtilebilecek başka bir bulgu ise uzaktan eğitim sistemlerinin güvenliği ile ilgili süreçte ortaya çıkan verilerin mümkün olduğunca güvenlikli bir şekilde saklandığı ve bu hususta “Kişisel Verilerin Korunması Kanunu’nun (KVKK)” rehber olarak kabul edildiğidir.

It is observed that scientific studies have been carried out for many years in the World and in our country regarding the distance education process. However, it can be stated that the importance of distance education is better understood, especially amid the COVID-19 pandemic. It can be stated that throughout the period of various restrictions, the distance education method has played a savior role at all levels of education. With the assumption that this importance will continue to increase in the future, it is thought that describing the information and explanations about distance education management and clarifying the necessary situations will contribute to the existing literature.The purpose of the research is to designate and evaluate the distance education process by taking the opinions of the Distance Education Application and Research Center (UZEM) managers in universities on the distance education process and to determine the status quo and what should be done accordingly in order to make the process more effective. For this purpose, the research was carried out with the qualitative research method. While determining the study group, an easily accessible sample, which is one of the purposive sampling methods, was used and 8 administrators working in Distance Education Centers (UZEM) within 2 state universities and 6 foundation universities volunteered for the research. Data were collected from the study group by interview method, and content analysis was carried out by arranging the collected data in the form of code, category and theme. Based on the data obtained as a result of the analysis, answers were sought to the question “How is the evaluation of distance education management in universities in Istanbul?” One of the most important findings of the research is that, while adopting distance education systems, attention is paid to the fact that the platforms are those which can be adapted to required education or training. Readiness, security, cost, interaction and convenience for development come next, and the order of priority of these issues changes in line with the needs and conditions of the institutions. Another finding which can be noted as crucial is that the data emerging in the process of the security of distance education systems are stored as securely as possible and the "Law on the Protection of Personal Data (KVKK)” is accepted as a guide in this regard.
