Şantiyelerde İşçilerin İş Sağlığı ve Güvenliği Konusunda Tutum ve Davranışları: Isparta İli Örneği

Abstract

Dünyada insanların barınma, eğitim, sosyal ve kültürel alanlarda ihtiyaçlarını karşılamak için inşaat sektörü var olmaktadır. İnşaat sektöründe gelişen teknoloji ile birlikte her ne kadar da iş makinaları, vinçler kullanılsa da insan gücüne hep ihtiyaç duyulmaktadır. Şantiyedeki işçilerin eğitim seviyeleri ve kültürel bakımdan daha düşük seviyede olmasından dolayı özellikle iş sağlığı ve güvenliği ekipmanlarının onları kurtaracağını düşünmeden hareket etmeleri ciddi oranda ölümlü ve yaralanmalı iş kazalarına neden olmaktadır. Son yıllarda Çin’in Wuhan kentinde başlayan tüm dünyayı kavuran öldürücü küresel bir salgın hastalık olan Covid-19 şantiyelerde işçilerin hayatlarını da önemli ölçüde etkilemektedir. İş sağlığı ve güvenliğinde kullanılan iş ekipmanlarının yanında Covid-19 pandemisiyle de maske, mesafe ve hijyen kuralları şantiyede önlem konusu olmaktadır. Şantiyede iş sağlığı ve güvenliğinin yaralanma ve ölümlü kazalara sebebiyetini azaltmak adına işçilere eğitimler verilmesinin önemli olduğu ve şantiyedeki işçilerle ve teknik ekiple yapılan yüz yüze görüşmelerin neticesinde pandemi döneminde iş sağlığı ve güvenliği kurallarının işçilerin ne kadar önemsediği görülmektedir. Bu çalışmada Türkiye'nin Isparta ilinde küçük ve orta ölçekli şantiyelerde faaliyet gösteren çalışanlar ve teknik ekiplerle iş sağlığı ve güvenliği ile ilgili görüşlerini belirlemek için yarı yapılandırılmış görüşmeler yapılmıştır. İnşaat işçilerinin hayatta kalması için eğitimlerin verilmesinin önemi ve bu eğitimlerin gerekli tedbirler alınarak yürütülmesinin gerekliliği araştırma sonucunda vurgulanmıştır.

The construction sector exists to meet the needs of people in the world in terms of housing, education, social and cultural areas. Although construction equipment and cranes are used with the developing technology in the construction sector, manpower is always needed. Due to the lower level of education and cultural level of the workers at the construction site, the fact that they act without thinking that the occupational health and safety equipment will save them causes serious fatal and injury work accidents. Covid-19, a deadly global epidemic that started in Wuhan, China in recent years, has scorched the whole world, and significantly affects the lives of workers at construction sites. In addition to the work equipment used in occupational health and safety, mask, distance and hygiene rules are the subject of precaution at the construction site with the Covid-19 pandemic. It is seen that it is important to provide trainings to the workers in order to reduce the occupational health and safety at the construction site in order to reduce the injury and fatal accidents, and as a result of the face-to-face meetings with the workers at the construction site and the technical team, it is seen how much the workers care about the occupational health and safety rules during the pandemic period. In this study, semi-structured interviews were conducted with employees and technical teams operating in small and medium-sized construction sites in the province of Isparta, Turkey, to determine their views on occupational health and safety. The importance of providing trainings for the survival of construction workers and the necessity of carrying out these trainings by taking the necessary precautions were emphasized as a result of the research.
