Restorasyon Müdahale Ölçütleri Kapsamında Kırklareli Gar Binası’nın İncelenmesi ve Değerlendirilmesi

Abstract

Bu tez çalışmasında, Kırklareli İli, İstasyon Mahallesi’nde konumlanmış 19.yüzyılın ikinci yarısından sonra Osmanlı sermayesi ile Avusturyalılara yaptırılmış olan Rumeli Demiryolları hattının son durağı olan Kırklareli Gar Binası ele alınmıştır. Çalışmanın ana amacı belgeler doğrultusunda yapının tarihsel sürecini saptamak, 2020-2022 yılları arasında geçirdiği restorasyon çalışması öncesi yapının mevcut halini ve restorasyon sürecindeki tüm aşamaları detaylı olarak belgelemek ve uygulamaların restorasyon müdahale ölçütleri kapsamında incelenip, değerlendirilmesidir. Tezin oluşumundaki yöntem gar binasının restorasyonu sırasında tüm adımların günlük olarak fotoğraflanıp, arşivlenmesi ve yapıya uygulanan müdahalelerin teknik çizimlerinin yapılması; restorasyon süreci içerisinde uygulanan müdahalelerin uluslararası yayınlar, ICOMOS, Washington Tüzüğü, Carta Del Restauro ve konu ile ilgili diğer yayınlar incelenerek tüm müdahalerin doğru ve yanlış yönleri ile değerlendirilmesidir. 19.yüzyıl başlarında inşa edilen ve 20.yüzyıl boyunca birçok yolculuğa ve göçe tanıklık etmiş tren garları demiryolu mimarisinin en önemli yapılarındandır. Lastik tekerlekli araçların baskın hale gelmesi ile birlikte, tren yolcukları azalmış birçok gar binasında olduğu gibi Kırklareli Gar Binası da uzun yıllar önce terk edilerek, işlevini kaybetmiştir. Gar binasında zaman içerisinde çeşitli nedenlerle bozulmalar yaşanmış; 2020 yılında başlayan restorasyon çalışmaları ile birlikte yapı muhdes eklerinden arındırılmış, restorasyon müdahalelerinden sonra tekrar kullanım için uygun hale gelmiştir.Yapının yeniden işlevdirilerek Rumeli Demiryolları hattı üzerindeki diğer atıl halde duran gar binalarına örnek olması ve gelecek kuşaklara tarihimizin önemli bir mirası olarak aktarılması amaçlanmıştır.Yapının sürekli bakımının yapılması için kullanılabilir bir işlevi olmalı, Rumeli Demiryolları hattının kullanılabilir durumda olmaması nedeniyle Kırklareli Gar Binasına mevcut yeniden işlevdirme olarak restoran işlevi düşünülmüş ve yapıya gerekli müdahaleler yapılmıştır. Tezde öneri olarak ise Kırklareli halkı için şehrin kültür merkezine dönüşen konumu nedeniyle,bu alandaki tarihi açısından en önemli yapısı olmasıyla ‘Kırklareli Kültür ve Sergi Merkezi’ olarak işlevlendirilmesi önerilmiş, her iki işlevin de yapı üzerindeki etkileri detaylı olarak tartışılmıştır.

In this thesis, Kırklareli Station Building, which is located in the İstasyon district of Kırklareli, and which was the last stop of the Rumeli Railways line built by the Austrian with the Ottoman capital in the second half of the 19th century, is discussed. The main purpose of the study is to determine the historical process of the building in line with the documents, to document the existing state of the building before the restoration work between 2020-2022 and all the stages in the restoration process in detail, and to examine and evaluate the applications within the scope of restoration intervention criteria. Method in the formation of the thesis is the daily photographing and archiving of all steps during the restoration of the station building and the technical drawings of the interventions applied to the building; and to evaluate all the interventions applied during the restoration period with their right and wrong aspects by examining international publications, ICOMOS, Washington Statute, Carta Del Restouro and other publications related to the subject. Train stations, which were built in the early 19th century and witnessed many journeys and migrations throughout the 20th century, are among the most important structures of railway architecture. With the dominance of rubber-wheeled vehicles, the Kırklareli Station Building has been abandoned many years ago and lost its function, as is the case with many station buildings whose train journeys have decreased. Over time, the station building deteriorated for various reasons; with the restoration works that started in 2020, the building has been purified from its later additions and has become suitable for reuse after restoration interventions. The building should have a usable function for its continuous maintenance, since the Rumeli Railways line is not in usable condition, the restaurant function has been considered as a re-functioning of the Kırklareli Station Building and necessary interventions have been made to the structure. In this thesis it has been suggested that the Kırklareli Station Building be functionalized as the 'Kırklareli Culture and Exhibition Center' due to its location that has turned into a cultural center of the city for the people of Kırklareli and due to it being the most historically important structure in this area, and the effects of both functions on the structure of the building have been discussed in detail.
