Dr. Mazhar Osman'ın İstanbul Seririyatı Dergisinde Tıp Eğitimi ve Sağlık Politikalarında Modernleşme ve Değişim Süreçleri

Abstract

Bu çalışmada 1919-1951 tarihleri arasında 32 yıl, kesintisiz, aylık olarak yayınlanan İstanbul Seririyatı dergisi, tıp eğitimi ve sağlık politikalarındaki modernleşme çerçevesinde incelendi. Mazhar Osman editörlüğünde çıkarılan dergide, aylık tıp makalelerinin bulunduğu fasikülün yanında, İlâve başlığı ile ikinci fasikül de bulunmaktadır. İstanbul Seririyatı dergisi sosyal ve siyasi konulu makalelerin yer aldığı İlâveler ile ayda iki adet dergi olarak düzenli yayınlanmıştır. Derginin editörü Mazhar Osman çevresinde toplanan hekimler, Osmanlıdan Cumhuriyete geçiş, I. Dünya Savaşı, Cumhuriyetin kurulması, inkılâplar, II. Dünya Savaşı dönemlerinde hastalık ve tedavilerine dair ülkemizde yaşanılan gelişme ve değişimleri, tıp eğitiminin geçirdiği aşamaları, sağlık politikalarındaki yenilikleri, sosyal ve siyasi hadiseleri değerlendirmişlerdir. Tıbbi konulardaki makale başlıkları, çalışmanın bir parçası olarak hazırlanan dergi fihristi, tıbbi gelişmelerin tarihi süreci ile ilgilenecek hekimlerimizin bilgisine/ilgisine sunulmaktadır. Özellikle İlâve Kısımlarda yayınlanan, eğitim, sağlık politikaları, siyasi ve sosyal hadiselere dair makalelerde zikredilen hususlardaki 32 yıllık gelişimi, hatta geçmişe yönelik değerlendirme ve eleştirileri ile yarım asırlık süreci kesintisiz takip edebilmek mümkündür. Mazhar Osman’ın biyografisine de katkı sağlanacak bu çalışmada genel olarak tıp eğitimi tarihimize değinilmektedir. Derginin yayın sürecinde vefat eden tüm hekimlerimizin biyografileri, bazıları için özel sayılar hazırlanarak yer almaktadır. Bu biyografilerle Cumhuriyet dönemi politikalarının oluşumuna katkı sağlayan hekimlerimize de kısaca değinilmektedir.

In this study, the Istanbul Journal of Surgery, published for a period of 32 years between 1919-1951, was examined within the framework of modernization in medical education and health policies. The journal, published under the editorship of Mazhar Osman, has a second fascicle under the name of "Annex" in addition to the fascicle containing monthly medical articles. The Journal of Istanbul Seririyatı was published regularly as a supplement magazine with articles on social and political issues and two magazines per month. Physicians gathered around Mazhar Osman, editor of the magazine; They evaluated the developments and changes in our country regarding the transition from the Ottoman Empire to the Republic, the First World War, the establishment of the Republic, the reforms, and the treatment and treatment of the Second World War, the stages of medical education, the innovations in health policies, social and political events. The article titles on medical subjects are presented to the information and attention of our physicians who will deal with the historical process of medical developments with the Journal Directory that I prepared as part of the study. It has been possible to follow the half-century period without interruption, especially with the 32-year development in the issues mentioned in the articles on education, health policies, political and social events published in the journal "Annex", even with past evaluations and criticisms. In this study, which will contribute to the biography of Mazhar Osman, our history of medical education is also mentioned. Biographies of all our physicians who died during the publication of the journal and special issues were prepared for some of our physicians. With these biographies, our physicians who contribute to the formation of Republican period policies will be briefly mentioned.
