Tez çalışmasında Türkiye Cumhuriyeti Anayasası ile Rusya Federasyonu Anayasası’nda Cumhurbaşkanlarının statüleri ve yetkileri incelenmiştir. Mevcut devlet yapılarını etkileyen tarihsel durumun analizi yapılmıştır.
Buna ek olarak, Rusya ve Türkiye'deki Сumhurbaşkanlığı seçim süreçleri ve Cumhurbaşkanlarının yetkilerini sona erdiren koşullar ard arda gözden geçirilmiştir.
Bu çalışma, Rusya Anayasası'nda, ülkenin anayasal sisteminin temelleri ile ilgili birçok önemli değişikliğe yol açacak yeni anayasa reformu hakkında güncel bilgileri içermektedir.
Karşılaştırma sırasında, 2017 yılında Türkiye'de yapılan anayasal reformuna dair gerekli açıklamalar da yapıldı. Söz konusu reform ile ülkedeki hükümet sistemi değişmiş oldu.
Bu çalışma sırasında hükümet sistemleri ve faaliyetleri hakkında çok ayrıntılı bilgiler verilmiştir.

Bu çalışma, iki ülke yönetim sistemlerinin tarihsel ve modern döneme dair benzer ve ayrımsal yönlerinin karşılaştırılmasına imkan sağlaması bakımından önemlidir. In this thesis, the Constitution of Turkey and the status and powers of the presidents of the Russian Federation are examined. An analysis of the historical situation affecting the current state structure was done.
In addition, the presidential election process in Russia and Turkey and the circumstances under which the president could lose his authority were repeatedly reviewed.
This work contains the most relevant information about the upcoming constitutional reform in the Russian Constitution, which will lead to many important changes to the foundations of the country's constitutional system.
For comparison, a 2017 constitutional reform declaration was made in Turkey. The reform was the reason for the change of the system of government in the country.
