Realizm-Ütopizm Kıskacında Şehir ve İstanbul: Ev ve Şehir Vakfı, Deprem Çalışma Grubu ve Yeni Şehirler Projesi Üzerine

Abstract

Bu makalede, 1999 İstanbul depremi sonrasında mimar Turgut Cansever’in öncülüğünde bir araya gelen İstanbul Deprem Çalışma Grubu’nun iki cilt halinde yayımladığı “Yeni Şehirler” raporları gündeme getirilecektir. Devamında Turgut Cansever’in bu çalışmaların üzerine bina ettiği, “Zeytinburnu Pilot Projesi” kapsamında hazırlanan “Üç Yeni Şehir Önerisi” irdelenecektir. Cansever önerisinin temelinde tarihsel vakıfların güncel bir yorumu sayılabilecek ve şehir kurucu aktörü olan Ev ve Şehir Vakfı bulunmaktadır. 1900-1950 yıllarında Ebenezer Howard’ın ortaya attığı, Bahçeşehir Derneği ve bir kooperatif kurarak uygulamalarını gerçekleştirdiği müstakil-bahçeli evlerden oluşan bahçeşehir modeli dikkate değerdir. Aynı yıllarda Osmanlı bakiyesi coğrafyalarda ve genç Türkiye Cumhuriyeti’nde kentler büyük oranda müstakil bahçeli evlerden oluşmaktaydı. Makalede, Cansever önerilerinin, güncel ABD ve İngiltere konut istatistiklerinin, Türkiye halkının konut tercihlerinin, Ebenezer Howard’ın bahçeşehir önerisinin ve 1900-1950 arasındaki Türkiye kentlerinin geleneksel dokusunun farkındalığı ile hazırlanmış oldukları iddia edilmektedir. Bunlara ilaveten, şehir-mahalle önerilerinin pratikte uygulama imkanı olan öneriler mi, yoksa uygulama imkanı olmayan ütopist yaklaşımlar mı oldukları tartışmaya açılmaktadır.

This essay deals with two reports of the Istanbul earthquake study group, started after the earthquake in 1999 under the direction of architect Turgut Cansever. The reports were published in two volumes. Subsequently a project of Turgut Cansever, particular “A Proposal for three new cities” will be analysed. This project bases on the mentioned two reports. At the base of Cansever’s proposal we find the House and City Foundation, an agency for founding new settlements, which can be regarded as a contemporary reinterpretation of historical foundations (waqf). Ebenezer Howard’s Garden City model, which was planned and built with its detached houses and private gardens between 1900-1950, was considerable. But in those years, the cities under the Ottoman rule and the early Turkish Republic consisted of detached houses with private gardens as well. This essay argues that Cansever’s proposals were planned according to awareness and understanding of the actual housing statistics in England and the USA, the garden city proposal of Ebenezer Howard further the housing requests of the Turkish inhabitants as well as the traditional urban fabric of Turkey’s cities between 1900 and 1950. In this meaning the essay discusses if the proposals are realistic or utopian.
