Türk İnşaat Sektöründe Tasarım Değişiklikleri: Uygulanmış Yarışma Projelerinin İncelenmesi

Abstract

Günümüzde inşaat projelerinde tasarım değişiklikleri birçok soruna neden olmaktadır. inşaat endüstrisinde yaşanan bu sorunlar proje performansını düşürerek, yeniden işlemelere (rework), zaman ve maliyet artışlarına ve kalitenin düşmesine neden olmaktadır. inşaat projelerinde performans artışı sağlanabilmesi için ilk olarak tasarım değişikliklerinin altında yatan faktörler tespit edilmelidir. Bu tez çalışmasında amaç, Türk inşaat sektöründe tasarım değişikliklerinin neden olduğu zaman ve maliyet artışlrınaa, kalite ile ilgili sorunlara ve yeniden işlemelere yol açan tasarım değişikliklerinin sebeplerini ve bu sebeplerin proje performansına etkilerini alan çalışması üzerinden tespit etmek; tez kapsamında yapılan literatür çalışmasından faydalanılarak tespit edilen bu sorunlara çözüm önerileri getirmektir. Yöntem olarak, Türkiye‟de Ulusal Serbest Katılımlı Mimari Yarışma Projeleri‟nden uygulanmış yarışma projeleri tespit edilmiştir. Tespit edilen yarışma projelerinin mimarları ile e-posta yoluyla iletişime geçilerek, yarı yapılandırılmış görüşmeler talep edilmiştir. Bu süre zarfında literatürden faydalanılarak görüşme soruları hazırlanmıştır. Araştırma kapsamında uygulanmış sekiz mimari yarışma projesine ve sekiz mimara ulaşılmıştır. Ulaşılan sekiz mimar ile yüz yüze ya da telefon ile olmak üzere yarı yapılandırılmış görüşmeler yapılmıştır. Yapılan görüşmelere ek olarak projeler ile ilgili internette yer alan yayınlardan faydalanılmıştır. Görüşmelerden elde edilen bulgular ile yarışma projelerine ait bilgiler harmanlanarak, bina tanımlarından ve yarışma kazanıldıktan sonra ki süreçlerden söz edilmiştir. Alan çalışmasında elde edilen buluntulara göre, tasarım değişikliklerinin sebepleri tespit edilmiştir. Alan çalışmasındaki bulgular ile bu bulguların literatürde ki karşılıkları bulguların tartışılması bölümünde detaylı olarak anlatılmıştır. Tasarım değişikliklerine çeşitli çözüm önerileri sunulmuştur. Bu çözüm önerilerinden bazıları; tasarım yönetimi yaklaşımlarından olan işbirlikçi tasarım ve Yapı Bilgi Modelleme (YBM) sistemidir. Yapılan ön literatür çalışmasına göre son dönemde Türkiye de inşaat sektöründe tasarım değişikliği konusuna dair bu tip güncel bir çalışmanın olmadığı görülmüştür. Bu bağlamda güncel bir araştırma yapılması hedeflenmiştir.

Design changes in construction projects cause several problems. These problems faced in the construction industry, with lowering the performance of the project, lead to rework, increase in the time and the cost and decrease in the quality. In order to ensure performance augmentation in construction projects, underlying factors for the design changes need to be identified. The aim of this thesis study is to investigate the reasons of design changes that cause increase in the cost, decrease in the quality, time delay, and rework and effects of these underlying reasons on the project performance by means of field study and benefiting from the literature review done within the scope of the thesis, to offer solutions. As a method, applied projects from Turkey‟s National Open Participation Architectural Competition were detected. Getting in contact with the architects of the detected competition projects, semi-structured interviews were requested. Within this period, interview questions were prepared with the help of the literature. For this study, eight competition projects and eight architects were reached. Eight architects were interviewed face to face or via phone calls. In addition to the interviews, most of the project information has been reached through the Internet. With blending the findings obtained in the interviews and the information found about the projects, building specifications and the processes after winning the competition were discussed. The discussion of the findings of the field study and the corresponding data in the literature is provided in the discussion part. Various solutions are offered for design changes. Some of the solutions offered from the design management approaches are collaborative design and building information modeling (BIM) system. With the preliminary literature review, it has been found out that there are no recent studies concerning the design changes in the Turkish construction industry. In this regard, conducting a new and up-to-date research study was planned.
