Climate change, as the greatest externality, has now penetrated into policy agenda irreversibly around the world on both national and international/global levels. Climate change is not only a challenge to be tackled through various public policies, but it also is an opportunity for construction of better polities around the world. This paper will argue that on the way to sustainable development, smart policy making that increases genuine citizen participation will benefit deliberative democracy considerably. However, policy makers and institutions need to undertake several reforms on the public policy front with a long term and consistent vision supported by strong and determined institutions so that optimal solutions can be implemented. Specific policy recommendations, in particular in terms of competition policy, will be provided for Turkey in view of the experiences of the US and the EU.en_US
