II. Meşrutiyet Dönemi Osmanlı Düşüncesinde Modernleşmenin “Meşruiyet” ve “Tahdit” Aracı Olarak Ahlâk

Abstract

Son dönem Osmanlı düşüncesi devletin ve toplumun içinde bulunduğu gerileme krizinden hareketle modernleşmenin zaruri olarak görüldüğü ve beka ile ilişkilendirildiği bir düşünce ortamına işaret eder. Zihinsel yıkım ve inşa süreçlerinin beraber işlediği bu düşünce ortamında modernleşmenin alımlanma serencamı, Osmanlı Devleti’nin değer ve kültür dünyasını kuran politik, kültürel, dinî ve ahlâkî normlara adaptasyon ve hesaplaşma süreçlerini de beraberinde getirir. Bu ilişkilenme hali kimi zaman modernleşmeye meşru bir yüz kazandırma, kimi zaman ise onu sınırlandırma şeklinde teşekkül eder. Bu çalışma, özellikle II. Meşrutiyet döneminde modernleşmenin ahlâkla kurduğu iki boyutlu ilişkiyi ele almakta; Osmanlı modernleşmesinde kurumların, kavramların ve yapıların tevarüsünde ahlâkın “meşruiyet” ve “tahdit” aracı olarak çift yönlü işlev gördüğünü öne sürmektedir. Dönemde ahlâk, bir yandan sanayi, eğitim, hukuk gibi alanlardaki dönüşümlerin meşrulaştırılmasında işlevsel kılınırken, bir yandan da Batı menşeli kavram ve yaşam biçimlerinin sınırsız alımlanmasına karşı yerli ve dinî bir denge unsuru olarak devreye sokulmaktadır. Bu bağlamda çalışma, hem medeniyet, hürriyet, terakki gibi kavramların toplum ve kültürdeki meşruiyet tartışmalarında hem de öznel kimliğin muhafaza edilmesinde ahlâkın çift yönlü işlevine işaret etmektedir.

Late Ottoman thought reflects an intellectual climate in which modernization was regarded as a necessity and closely associated with the question of state survival, arising from the crisis of decline experienced by both the state and society. Within this intellectual environment—where processes of cognitive disintegration and reconstruction unfolded simultaneously—the trajectory of the reception of modernization entailed both adaptation to and confrontation with the political, cultural, religious, and moral norms that constituted the Ottoman Empire’s value and cultural world. This mode of engagement manifested itself at times in efforts to confer legitimacy upon modernization, and at other times in attempts to delimit and restrain it. Focusing particularly on the Second Constitutional Period, this study examines the dual relationship between modernization and morality, arguing that morality functioned in a bidirectional manner as both a means of “legitimation” and “limitation” in the transmission and reconfiguration of institutions, concepts, and structures within Ottoman modernization. During this period, morality was mobilized, on the one hand, to legitimize transformations in fields such as industry, education, and law, and, on the other hand, as a local and religious balancing element against the unrestrained adoption of Western-origin concepts and ways of life. In this respect, the study highlights the dual function of morality both in debates over the social and cultural legitimacy of concepts such as civilization, liberty, and progress, and in the preservation of subjective identity.
